This doesn't necessarily mean that the site was banned it might just be that it's a fairly new site and Google has not listed this website in their results yet. When the website is not indexed for any explanation, you will know that even if you do trade links with that site it will not be doing you a bit of good as Google will  not  know that they have  a  link  pointing to  your  website.
